The US Army’s OACSIM provides policy formulation, strategy development, enterprise integration, program analysis and integration, requirements and resource determination, and best business practices for services, programs, and installation support to Soldiers, Families, and Civilians of an expeditionary Army in a time of persistent conflict. The Army Staff looks to OACSIM for recommendations on a wide range of installation planning, stationing, and utilization issues. In addition to evaluating routine facility requests (construction, modernization, adaptive reuse, and lease alternatives) and discretionary restationing of forces, OACSIM evaluates facility requirements and force structure changes in support of major force structure and installation realignment decisions. 

The Rehancement Group is currently fulfilling OACSIM's requirement for Facilities Assessment Support Services by providing analytical support to the Sustainment, Restoration and Modernization Program, The Base Operations Support Program, The Installation Status Report Program and The Military Construction Program.   Tasks include installation assessments, real property analyses and reporting, facility recapitalization, forecasting and budget development.   Our staff provides on-site Program Management to the Resources Directorate’s office as well as subject matter experts to the Operations Directorate.

The Logistics Civil Augmentation Program (LOGCAP) is an initiative by the United States Army to pre-plan during peacetime for the use of civilian contractors to perform selected services in wartime and other contingencies to augment US forces in support of Department of Defense missions.  As a subcontractor to Serco North America, TRG provides technical, financial, and logistics services assistance to the Army Sustainment Command in its oversight of the over $5 billion LOGCAP supply contract. 

The challenges of acquiring goods and services in a contingency environment are immense and provide unique complexities in ensuring that end users are satisfied within the bounds of contract requirements. Additionally, programs such as LOGCAP face rigorous congressional scrutiny and reporting requirements to ensure that tax-payer dollars are spent prudently.

As a subcontractor, The Rehancement Group deployed over 30 staff in multiple operating locations in Iraq, Kuwait and Afghanistan as well as Washington, DC and Rock Island, IL. Our resources work side-by-side with their military counterparts to provide exceptional and continuous service to the Warfighter.  Working as part of an integrated team, our Project Managers, Budget/Cost Analysts and Logistics Management Specialists are implementing integrated logistics solutions across multiple geographical locations to improve performance, enhance efficiency, and incorporate systemic improvements to LOGCAP. Our support includes initial proposal evaluation, award fee board preparations, economic/cost report analysis and review, requirements analysis, independent cost estimates, change order management, logistics support, and technical analysis.

As a subcontractor, TRG provides in-theater database analysis, network and desktop support to LOGCAP management and oversight agencies at Kandahar Airfield, Afghanistan. Our staff has the following responsibilities:

  • Architecture, design, standardization, input and management of various databases and automated performance tracking systems
  • Project management for the DCMA satellite relocation
  • Installing, configuring, and maintaining a NIPR server and fileshare
  • Equipment procurement for life-cycled IT equipment and developing new requirements such as a data backup system
  • Works through proper IA protocol for spillage of classified documents
  • Daily desktop training and troubleshooting
  • SIPR video conferencing support

A TRG Consultant serves as the Information Management Officer (IMO) on NIPR (DoD unclassified), SIPR (DoD SECRET), and CENTRIXS (NATO SECRET) networks for Team LOGCAP. The responsibilities associated with this include managing the local segment of all three of these networks, being the liaison to the Army network team to work through any desktop or network issues, and account creation and management.

Covering IT project management, network upgrades and maintenance, database administration, security analysis, and desktop support, TRG provides a wide range of IT support for Team LOGCAP in southern Afghanistan.

As a Department of Defense Energetics Center, the Indian Head Division, Naval Surface Warfare Center (NSWC) is a leader in the Navy’s Energetics Enterprise. NSWC Indian Head’s real property assets function as a key support component of its overall mission capability. 

The Rehancement Group assisted Indian Head in reviewing its real property and energy portfolio as part of a broader effort to transform its business operations. The Rehancement Group worked with NSWC to frame a “way-ahead” plan incorporating factors such as: 1) Evolving mission requirements; 2) Changing technology and large installed equipment; 3) Campus consolidation; 4) Renewable energy 5) Changing engineer and scientist populations; 6) Public-Private Partnerships (ESPC, UESCO, Privatization; 7) Space utilization; and 8) Other efficiency strategies.

The Facility Energy Directorate within the Office of the Deputy Under Secretary of Defense, Installations and Environment, is responsible for ensuring that the Department of Defense maintains a secure, safe, reliable, and efficient utility infrastructure.

Utility systems have historically been underfunded in the Department of Defense and many proponents increasingly see public-private partnerships as a necessary addition to their portfolio capital strategy.  Utilities privatization is a method by which military installations can obtain safe, technologically current, and environmentally sound utility systems, at a relatively lower cost than they would under continued government ownership. In the privatization process, military installations shift from the role of owner-operators to that of smart utility service customers.

The Rehancement Group provides policy, procedure, and analytical support to the Facility Energy Directorate for approximately 1,500 utility privatization actions, comprising billions of dollars in plant replacement value across the Department of Defense. 


United States Army Sustainment Command: Base Closure Assistance Team (BCAT)

The Army is tasked with the orderly and efficient removal of approximately 140,000 U.S. troops from Iraq by the end of 2011.   Concurrent with this massive drawdown, over 283 military installations are required to be turned over or closed.  

As a subcontractor, The Rehancement Group provides subject matter expertise to the Army Sustainment Command (ASC) in its efforts to successfully close or return coalition bases back to the Government of Iraq or land owners in accordance with the Multi-National Corps-Iraq (MNC-1) C7 base closure task list.

Our staff, comprised of Logistics Management Specialists and Property Analysts, are co-located with Army representatives in Iraq.   Because our resources have a robust understanding of “in-theatre” operations we are able to help the Army meet its aggressive deadlines in a compliant manner. 


Medium Altitude Unmanned Aircraft Systems Division (ASC/WII), Aeronautical Systems Center

The Medium Altitude Unmanned Aircraft System (UAS) Division, (ASC/WII), also referred to as The Predator/Reaper program office, is located at the Aeronautical System Center, Wright Patterson AFB, OH.  The Aeronautical Systems Center is responsible for all Air Force aircraft acquisition and falls under the Air Force Materiel Command.   ASC/WII, which contains two of the biggest unmanned aircraft programs in the Air Force, performs critical acquisition functions for the Air Force’s Predator (MQ-1) and Reaper (MQ-9) unmanned aerial vehicles.  The MQ-1 and MQ-9 perform critical surveillance and reconnaissance missions as well as hunter/killer missions, making this aircraft a critical asset for the global war on terrorism. 

As a subcontractor, The Rehancement Group provided business case analysis support for ASC/WII.  Our staff created an “as-is” life cycle cost estimate (LCCE) baseline for the current MQ-1 and MQ-9 contractor depot level sustainment strategy.  Documentation of an “as-is” LCCE is the critical foundation that allows viable economic alternatives to be compared against the current sustainment strategy and identify millions in sustainment cost savings.  Alternatives that will be compared against the current contractor logistics sustainment strategy include: a performance based logistics strategy, a public/private partnership, and an organic government depot sustainment strategy.

Common Vertical Lift Support Platform Program (CVLSP), Aeronautical Systems Center

The Common Vertical Lift Support Platform Program (CVLSP) is located at the Aeronautical Systems Center, Wright Patterson AFB, OH.  The Aeronautical Systems Center is responsible for all Air Force aircraft acquisition and falls under the Air Force Materiel Command.   The CVLSP program, which falls under the Special Operations Group is a critical transport helicopter program needed for the Air Force’s Nuclear Global Strike Mission.  Currently the Air Force is using 40+ yr old UH-1N (Huey) A/C to support troop convoy between Missile Silos.  The current fleet of UH-1N A/C cannot meet the range of military operations desired for nuclear security.  The CVLSP program will utilize an existing platform to rapidly deploy an A/C solution to meet all of the Air Force Global Strike Command’s nuclear convoy needs.

As a subcontractor, The Rehancement Group is providing overall financial management support for the CVLSP program.  Specifically our staff has helped craft the initial program office cost estimate (POE) and cost/risk modeling during the infancy stages of this critical program. The Rehancement Group created a working cost model that will help the program assess cost risk areas using Monte Carlo simulation through Crystal Ball software.  This initial POE will support critical Acquisition Strategy Reviews and upcoming Milestone C review.

With the acquisition of a new rotor-winged aircraft for CLVSP, The Rehancement Group is providing Systems Engineering support. The Rehancement Group is responsible for the acquisition of a new training system to support the new CVLSP helicopter. The Rehancement Group is also responsible for defining the cost, schedule, and performance of the training system, ensuring the crew members and all stakeholders are qualified with the new weapon system. 


United States Navy:  Commander, Navy Installations Command (CNIC)

Commander, Navy Installations Command (CNIC) is the Echelon II command under the Chief of Naval Operations responsible for Navy-wide shore installation management. CNIC's mission is to enable the Navy's Operating Concept through Enterprise alignment of all shore installation support to the Fleet, Fighter and Family.  The Director for Strategy and Future Requirements serves as the principal advisor on shore for management long range planning and strategy, including POM support for BOS and Joint/Future Basing requirements.  N55 leads CNIC’s Future Requirements Determination (FReD) process in support of the organization’s Strategy & Future Requirements function.

The Rehancement Group is located at the Washington Navy Yard providing Planning, Programming, Budgeting and Execution (PPBE) support services to CNIC’s Business and Strategy Directorate (N5).     Our consultants are documenting the Current State Enterprise process for CNIC’s PPBE activities.   The consultants are identifying and documenting the roles and responsibilities (i.e., Responsible, Accountable, Consulted, Informed (RACI)) of major organizational stakeholders (internal and external) throughout the PPBE process.   Additionally, TRG’s workflow artifacts are being used by N5 to communicate business process interfaces and interconnectivity points to CNIC’s iShore integration efforts (e.g. IT and Business Line integration).  TRG is also supporting N5 in drafting a formal CNIC Instruction to codify the organizational roles and responsibilities of key CNIC organizations so as to enable better program management and streamlined processes for current and future POM efforts.

The U.S. Army Installation Management Command (IMCOM),  headquartered in San Antonio, TX, oversees all facets of Army installation management such as construction; barracks and family housing; family care; food management; environmental programs; well-being; soldier and family morale, welfare and recreation programs; logistics; public works and installation funding.

As a subcontractor, The Rehancement Group provided acquisition and contracting support for a world-wide, multi-million dollar contract touching multiple mission critical operating domains within the Command. Our professionals interfaced directly with the Contracting Officer’s Representative and functional Task Monitors to help prepare requirements packages, facilitate contract modifications, prepare draft cost estimates and administer other mandated contract documents to ensure timely and accurate acquisitions for the Army’s soldiers and their families.
